[Theory] Is the jyuubi still half or full? If half where is the rest?

Like Minato and Naruto, Rikodou could have half of Jyuubi sealed within him, and the rest with his brother. So, going by this theory, Madara's power is only the half jyuubi (9 tailed beasts sum up to half jyuubi)!!!!! Where's the other half of the jyuubi?
