Is the Juubi Complete or not?

So I was re-reading Chapter 595-The Progenitor, and was trying to figure out if the Juubi (Ten Tails) was complete!

It is clearly stated that it is not, but it doesn't need to be according to Obito. So what if it was how could our heroes beat this thing? I understand that it does not need to be for the sake of our story (The Infinite Tsukuyomi), but it got me thinking that this (plot no-jutsu) could be the weakness in the armor that allows the Heroes to win!

I also wonder if Madara saying something to Obito about it has any merit to it, because he seems somewhat concerned about it he calls Obito hasty and figures he has a plan. Could it be that Obito is underestimating the shinobi alliance, and Madara is hoping he is right, so they can continue the plan?

The confrentation that I believe will happen between those two will be interesting!! Madara always seems to have an Ace up his sleeve, but then again so does Obito!!!

no doesnt have the whole 8 or nine tails just part of their chakra but enough to make the juubi

yeah but how and why if they can start the infinite tsukuyomi why not do it? I know Madara said it takes time so i guess they are just trying to buy time....?
