Is The Boruto Anime Filler If It Does Not Follow The Manga?

While many of us thought that the Boruto anime was adding filler until the manga could run a bit longer but the addition of Urashiki in the Chunin Exams arc makes me think. If they're not following the manga, has any of the anime been filler at all? Can we consider Boruto to be taking the Dragon Ball Super route, with Kishimoto giving outlines to both the anime staff and Ukyo Kodachi, with both taking separate routes?

Yes and no.

Manga is 100% cannon.

Anything else that is not from the manga must be approved as cannon by the autor.

Which leads to my question; are there any interviews that state which episodes are canon and which ones aren’t? There are anime filler lists online but as far as I’ve read, they don’t disclose how they came up with the canon vs filler conclusions.

It depends, they could just be adding stuff w/o retconning the manga or perhaps they will take the DBS route. Hopefully, the former happens.

Anime is filler until they show manga/movie material.

Only the byakuya arc is filler the rest are approved by the artist and author

Nah not all that fillerish, save for Boruto's moments. On Urushiki I think 21 chapters in Kodachi decided to add him and retcon the manga. Also the manga can't really cover everything only key details.
