yea since he got it from his friend obito while it was active and since he's no an uchiha he cant deactivate it so he covers it to conserve charkra since hes not an uchiha it drains alot fo his charkra if not covered so he only uses it in battles

though not a original user, kakashi do have the unadvantage of cant deactivate the used of sharingan............... its was forever activated, thats why he usually hide his sharingan eye, coz it is lot consuming of chakra............ that's why he only used it for a very desperate time onli..
