That's against Mei, but we can't elevate him to Kage level on one shinobi. He has to be collectively more powerful than many shinobi (and voted, but that's beside the point) to be Kage level. He is considered S-class to me, because his never-dulled sword and his water jutsu allows him to fell many Jonin-class shinobi.

Because he is made of water. Minato countered a TBB. Killer Bee counters a TBB. Other Kage level shinobi have counters to strong jutsu. Suigetsu just survived. Barely.
