No, not all game feats are canon. Susano'o is rare so not everyone with double MS automatically has it. Shisui got it because without Susanoo he's useless in the Storm game.

Susano'o isn't related to skill, it's unlocked by people with very potent chakra. Shisui wasn't known to have exceptionally strong chakra, he was only known as someone with good skill. And he wasn't stronger than Itachi whom Orochimaru and Obito rated more than anybody else besides the transmigrants.

Shisui was only feared because of KA, other than that he didn't have any abilities that made him a tough opponent, he was pretty average considering he couldn't beat a +70 year old Danzo.
