This was tobi is obito in a nutshell.
I think Kishi will make some kind of logic out of this too. I think there is a high chance that shisui is the hooded man. All evidence points towards it. This is tobi=obito all over again tbh. It'd be great if we get a huge plot twist instead.

If he would be Shisui , i dont see any option for him on killing Sasuke , or handling Naruto, so why is he so sure he will succeed ?! He cant be Shisui !
