Yes, logically Lord Shisui is Top 10 maybe even Top 5 or 3 because he posesses the most OP technique in the Naruto world. KotoAmatsukami one shots no matter what Revealed or Consealed their is absolutely no way to defend yourself from this technique. Once hit with this technique he is able to control your actions and thoughts without you being aware of it he can even put thoughts in to your head and make you believe them! Shisui's Mangekyou Sharingan gives him 2 tries per decade on in the Left Eye and one in the Right Eye so if the first attempt fails(Which won't happen) then he has another. Also he is The Teleporter basically an expert of the body flicker technique imagine Lord Minato using Flying Thunder God without Seals or Kuanai Placement and then give Him a Mangekyou Sharingan with KotoAmatsukami and you have Lord Shisui. You may argue that Danzo soloed Lord Shisui in less than 2 minute but think about it...He needed the Mangekyou to save his clan and even so he could have teleported before he got his eye stolen so basically like Itachi, Shisui is OP and had to be killed off for the sake of the plot yes Shisui's defeat was an ass pull at its finest. So no matter how strong you are even DBZ character's could Logically be soloed because their is no way to avoid KotoAmatsukami and it one shots not matter what.

He had an amazing Genjutsu ability, possesed the Mangekyo Sharengan and could use the Susano'o (probably had dozens of other jutsu's) but those are enough to be top 10 material, with his Genjutsu he can atleast oneshot Kabuto.

For those that say that Danzo slapped him with one arm, that episode is not proven to be canon though Danzo did a sneaky move and also needed help of his Root members.
