Without a sharingan you cannot break out of a basic sharingan genjutsu, and without uchiha kekkai genkai you cannot break out of a mangekyo sharingan's Tsukuyomi.

That's what the manga said. Don't make up information as you go, you're better off actually reading the manga and the databook.

Not really. A genjutsu is as strong as the user, as the user takes control of the victim's brain's chakra.

Oh yes it did in many ways. All genjutsus are not broken the same way, even non ocular genjutsus are not broken the same way as well. But more importantly ocular genjutsus are not broken the same way.
