Is Sasukes Rinnegan 'complete'?

Madara can't use the full power with only one of his Rinnegan. This is evident by how he can only use one Limbo shadow with one eye.

For Madara's eyes yes it is, he said so himself.

You can't disprove what Kishi written himself.

Madara used the outer path and limbo, the outerpath has control utilization over all the other six path Justus:

And the DB said that the rinnegan shapes a shadow, but with a set of two eyes you can shape four.

So ya, using the full set of abilities with one eye (madara) limbo, six path Justu, and outerpath Gedo no Justu.

While Sasuke is the same but you substitute limbo for Amenote in his case.

Madara needs both original eyes to increase his power, Sasuke awakened the rinnegan with a three tomoe as his right eye.

So he legitimately has both ocular power together like madara,it's just different than what is expected.

if by complete you mean can he access the rinnegans full power with hes rinnegan similar to dual rinnegan? then yes he can obv, CT is proof of that. there is still much growth for him to do, with so much potential.

and perhaps the reason why Sasuke does not have two Rinnegan is because Kishimoto did not want to deprive the character of his trademark : the sharingan , red as we know it

a pure stylistic choice , surely Kishimoto has not reserved the same treatment to Kakashi of the sharingan

You are absolutely right. But what I don't understand is, why didn't he just simply allow him to deactivate it and use the sharingan when he needs to? That way he has two for both.

Without Ashura's Chakra, his Rinnegan functions in unbalanced way, so his Rinnegan is not complete.

Tehnically he can awaken a second eye with 3 tomoe so can have a total of 9t in his eyes maybe Kishi was foreshadowing when Sasuke was shown to be able to travel through Kaguya's wormholes despite BZ stating it to be impossible. Also, can he use Outer Path without syncing to Gedo Mazo ? I know he can summon it but he hasn't actually synced with it :|

not easy to get the point of view of the mangaka...

but I assume that it is a matter of practicality. In a battle Sasuke can use MS techniques with Rinnegan activated, if he had two, and at the same time the ability to use MS techniques, would no longer make sense to see him with the sharingan, if he had not had this ability it would be problematic to draw eyes always different in a battle depending on the technique used. I do not know if it is understandable, but move from one eye to the other could become boring...

Still that i don't like the "sharingan-rinnegan in one time" look

Yes. There shouldn't be any debate. Every technique including Limbo should be within his power (whether he can use one or 4 is up for debate) alongside Amenotejikara.
