I rather think sasuke's rinnegan is below that of madara/rikoudu. in that rikoudou can not give sasuke an eye more powerful than what he has- you can only give what you have-- I think sasukes rinnegan is not complete because he does not possess the sage's body.

Yeah he can, the Sage has. 2 Rinnengan, 3 if u count the head tattoo, all of his ocular prowess concentrated in one eye= Juubi eye and if it really is the Juubi eye them it itself is the origin of all ocular powers

despite the fact that Madara called it the Rinnegan at first glance, it looks more like the Juubi's eye, which one would assume is greater than the Rinnegan
