Just really thought about all the known characters of the naruto world and just narrowed down who could really be the Tobi. I believe its Sasuke and Itachi's father. My reasons for my theory starts back with the attack on the Leaf by the nine tails. No one knew where the Fourths wife was suppose to give birth let alone to know that she was leaving the village. The only outsider that got that info was sasuke's mom during that brief convo. Second we say a clip of Itachi holding sasuke which let us know that during the attack his mother and father were no where around. I'll fast forward to the uchiha massacre. We saw the death of Sasuke's parents but when Sasuke first entered the village he saw someone on the light pole. Its possible that Itachi put him under a genjutsu at that point and manipulated what he viewed as his parents death. But what makes me believe and what makes their father the most logical character to be Tobi is the fact that Tobi did not make any major moves until Itachi died. Itachi did not agree with anything Tobi did but went along with it just like he did with his father. Also it would make sense for him to be Tobi because through his two sons he could recreate an enternal sharingan just like Madara and his brother did. Think we havent seen Tobi even use the Mangekyo yet. Let me know what you think
