In terms of animation, yes. The animation in the Sasuke vs Itachi fight was amazing. Pain vs Naruto fell on its face in the animation area during the second half.

In terms of "scale" and "epic" Naruto vs Pain is the best fight. It was the "leader" of the Akautski, he killed Jiraya. It was truly big.

In terms of being climantic it's Sasuke vs Itachi. We knew from the beginning of the Manga that Sasuke wanted to kill Itachi, it had far more build up. The fight was very personal, and you could feel that as a reader.
