He said that team naruto was all of the people currently attacking jubito. And to answer your question, yes he is. Tobirama has proved that he can still speed blitz obito, minato can do the same (except with the extension of kyubi chakra) and naruto has sage mode. Sasuke is the "least effective" currently against obito
