i don't think it's because of the story, but because of that one interview where kishi says whenever he develops naruto he'll develop sasuke too, because they are like yin and yang.
but this does not match up in the story. naruto being the sage reincarnation was hinted way back when toad sage/jiraiya/minato believe naruto will bring the peace to shinobi world, or how the ten tails sensed a pair of rinnegan (sage's aura) behind naruto and became agitated to attack. somehow he became incarnation of ashura, weird, but okay, since ashura was stated to be the type of person to bring people together, like what shikamaru/tsunade/etc vouched for.
and then sasuke randomly showed up in the sage's dimension when he died too. the color page of sage and the two was nice so i didn't think too much about it, but indra was stated to be a talented individual, while sasuke depended on orochimaru, itachi, taka, and tobi. the only thing that hints towards this is that land of iron confrontation where naruto tells the sage, but i don't really buy that, it looks too much of a cop out to me.
