I'd say so. The only other real competition here is Itachi, but let's compare their feats...
Sasuke's feats:
-Shadow shuriken jutsu combo with Naruto against Zabuza
-Being able to summon shuriken
-Throwing two giant Shuriken up to the height of Deidara on his bird, moving Deidara into a favorable position, then pulling back the strings and nailing him in both arms
-Deflecting all of Itachi's shuriken attacks with his own Shuriken
-Shadow shuriken jutsu enhanced with Raiton and pulling back on the strings, nailing Itachi in the leg
-Summoning shuriken and throwing them at Danzo, killing one of his pseudo-lives
-Throwing shuriken at Kakashi with expertise, forcing Kakashi to use an earth wall to block instead of dodging
Itachi's feats
-That awesome thing he did when he was still young when he nailed like 12 targets on the bulls-eye, even the one behind the rock
-Deflecting all of Sasuke's shuriken attacks with his own Shuriken
-Nailing the eyes of all of Edo Nagato's summons from their blind spots, despite them having a shared link of vision
(^yes i know some of Itachi's feats were achieved with kunais and not shuriken. It's the same concept though). Sorry if I forgot any feats for either characters!
