I cant tell sometimes its like hes teleporting and sometimes thrres a *dash* sound effect and sasuke looks like hes in motion when we see him next... Wtf is sasuke doing kishi needs to explain.

It is currently unclear. It's either high-speed movement so fast that he seems to be teleporting or it's actual teleportation within a limited range.

I'm assuming the latter, as his base speed was enough to blitz Juubi Madara even while out of range of whatever he is doing.

Minato also uses Teleportation with his special kunai...so the fastest shinobi ever was Might Gai in 8th gates bending even the space around him.He was already faster though even than minato and Ay

i think its similar to blinking

Its a short range teleport that i suspect can be made to teleport farther at an increased chakra cost, shown when he teleported to cut madz in half, then had to rest his eye after.

Its unclear, though he is near his teleportation speed because he blitzed a Juubi Jin which Minato with instant FTG couldn't even do himself.

Sasuke reaction time is near instant, he footspeed, and his ability to attack are all near his "teleportation"
It appears to be teleportation but when you add that speed blitz and his "teleportation" blitz its either one in the same.

when he cut madara in half, he used footspeed there and not teleportation. from his movement stance and the lines drawn on his body you can tell plus madaras words about him being quite fast. other times hes teleported.
