The original topic's question is somewhat broad, so I will give my opinion on the different interpretations of the word.
To begin, I believe that Sasuke has more powerful attacks than Minato. Minato's attack strength has three variations: the strength of his rasengan, the strength that he personally wields in his arms to perform a slash/stab, and the strength of the summoned Gama Bunta. In other words, every ATTACK shown by Minato was a close range technique, hence the necessity of speed for him. In contrast, Sasuke has attacks that span all three ranges (close, medium, and long) and I don't find it necessary to argue whether an enton arrow is more powerful than a rasengan.
With the above said, I believe that Minato is a more effective combatant than Sasuke, if not for the fact that, with his limited, close range abundant move pool, he was able to become a kage, and was internationally respected. Minato is more proficient than Sasuke at close quarters combat, and fast enough to render all long range attacks ineffective.
My opinion of how a matchup between the two would play out is as follows.
Sasuke has shown a tendency to use his susanoo more often than not in all situations, his susanoo affording him its defensive and offensive capabilities, while allowing him to independently use attacks such as his fireballs. As the black flames are highly destructive, I doubt that Minato would summon a toad into battle (and in fact, I don't believe that he would summon a toad when fighting a single, human opponent in general.) However, not a single attack from Sasuke would be able to touch Minato due to his inherent speed, hiraishin technique, and space time barrier. It would undoubtedly be a fight of attrition, which Minato has a better chance of winning (Sasuke would be using chakra simply from maintaining susanoo and his mangekyou in general, whereas Minato has been shown to use the hiraishin technique many times without consequence.) Eventually, Sasuke would realize that the best chance for success would be, similar to the Danzo fight, a pressed close combat scenario. This is where Minato's expertise would help him defeat Sasuke. This is, of course, all assumptions, and I don't think we will ever know who is really more powerful unless Kishimoto actually pits them against one another. What do you think?
