Right now yes. At the time of their battle no. The only reason he won was because Itachi had been sick and dying already. Itachi saw his attacks before they happened but his body couldn't keep up with his brain. Add the fact he had a few times in their fight to kill him and he didn't. Itachi's plan was to force Sasuke to use up his chakra so he could seal the curse mark. If he wanted to he could have killed him very early in the fight.

At the time of there fight when Itachi Died Itachi was stronger but if itachi wasnt sick and was healthy and still around now i Know Sasuke would be stronger regardless over itachi, as *EMS Sasuke123* stated in this thread As soon as Sasuke awakened the Ems he surpassed Itachi.
