Earth conducts lightning, plus there was a lot of chakra charges into that chidori. So naturally a Rasengan can't incinerate something formed by an elements it's neutral to. Lightning > Earth & Raw chakra = Earth.

Lol no. Rasengan is a jutsu all by its self. Something like, say, Rasengan Barrage would be a variant of the same jutsu. However RS is a whole different jutsu derived from Rasengan.
