To put it simply, Sasuke is justified by Itachi's death. Naruto has been made to stand for a shinobi system that is deprecated. Even the Sage said that he may have messed up since the TB are mere weapons now. Long and short of it, Naruto may lose to Sasuke since he is more justified.

It's true! Sauske believes he is stronger than Naruto. Their final battle will, hopefully, show Sauske that the shinobi system is not "deprecated", but just needs some serious refactoring. Assuming Naurto wins the fight and Sauske does not die or run away more mad.

No. Sasuke isn't special in the Naruto world. I'm sure countless no-names have gone through what he has, if not worse. Just because he has a Rinnegan, he feels like he should have sole authority in the shinobi system, telling Naruto that he plans on carrying out all judgments and executions. This implies that he decides what is right and wrong, but he has no right. He has no intention of paying for his own crimes, yet he thinks his power entitles him to rule over others and punish anything he sees fit.

Nothing Sasuke does now is justified through his brothers death since his brother lived to protect the CURRENT Leaf Village and not the new one he is trying to create.
