He said Sasuke was fast, not that he was too fast for Madara.

Take away Hagoromo's power/Juubi's power, and you have Base Madara massively outspeeding SM Naruto, something EMS Sasuke can't do. Add their power (And give Madara Rikudo Senjutsu, which is centered around bolstering physical abilities) and you have JJ Madara>Sasuke in speed.

That scan shows Sasuke using Amenotejikara in order to bisect Madara, in which the latter let it happen. Anyway, Madara is faster. Sasuke can only match him by teleporting.

No. Madara has faster foot speed. But adding in Amenotejikara, he is faster, but that isn't raw foot speed.

this.. there is no proof whatsoever that he let it happen, nothing like that was ever stated or hinted. he saw sasuke coming but he somehow allowed himself get cut in two when he could have easily kamuid away and avoid any damage but he didnt because perhaps mayb he couldnt?? at least not before he got sliced. imo its nothing but speculation saying it let it happen

OT. madara is faster, he is faster in base hence give him the juubi and he is still much faster.
