BUT, against sasuke, ftg's speed is greatly reduced due to his tomoed rinnegan and sharingan. ftg's speed becomes the speed of someone jogging against sasuke.

@bold incorrect. Teleportation is a constant speed, so the point is moot. He need nothing to swap with, another moot point. Either way, it's irrelevant since he's talking about foot speed. And not it's not, it just means he can generate more momentum to have a more substantial striking speed, it doesn't mean the movement is faster at all, since you can't be faster than instant.
