is Sasuke a dictator? A new large battle is coming?

This new situation had happened before fight against Kaguya (Naruto vs Sasuke), but....Kishimoto...what are you thinking now?
What do you think it is going to happen? Will be a new battle? or it is going to end in a pair of chapters.
All know Naruto is gonna win, so probably Sasuke will create his own village (I hope not).
Sasuke is doing a bad joke just now T_T, but I know that's the way Kishimoto wants, so, my only interest is to know what is the next, what is Kishimoto plan?
