Gaara left the team he was in with his brother and sister to join with all of the other shinobis group so he was being teamed up with different shinobis as they go on missions since the kazekage and other high level ninja can choose different ninjas who would be good for certain missions. So Gaara was working along side different ninjas, showing them he isn't the monster he once was and most likely saved many of them as he saved Lee and said he was sorry to where Lee responded he doesn't keep a grudge. These ninjas would tell others of Gaara's good deeds over the years until his village acknowledge him more and made him the Kazekage which he is still working in a way to makeup for his crimes as he is in a position to protect the village and save lives as he did against Deidara; placed the village life over his and as a result we see the ninjas in Suna all want to go after Gaara which they did and met up with Kakashi and Gai team after they got Gaara.
Yet you are not? I gave you two factual examples how two hidden villages didn't have any love for Konoha or any other village establishments, yet you still press on? Kishi only showed us the 5 nations so that is the whole shinobi world to us unless you have some manga proof of any other nations that every single one of us are missing? The 5 Nations territory cover up pretty much the whole map we see with small countries in or between the 5 nations. The feudal lords are the ones in charge of their nations with the shinobi village being their military might, this is why the feudal lord is a part of the village's council, can choose the Kage candidate, and are the ones who discuss if they were really going to form an alliance even after the Kages agreed.

Oh yeah, some generals. The Leaf could have easily went to war with the Cloud for trying to take the Byakugan away, or when the sand allied with the sound and nearly crushed the Leaf.
Had Konoha and Cloud fought, this would open up the other 3 nations to attack them as well or if one side got another village to join them then it would be even worst. So yeah it would start a war. The cloud ninja died trying to get Hinata, Konoha had to give the body of the killer (was Hinata dad but Neji dad took his place since they're twins) and this prevented the war. Orochimaru killed the 4th Kazekage and pretended to be him when he had the sound attack Konoha with sound so the village was following their leader which was really Orochimaru. Suna surrendered to Konoha already and they lost a lot of lives as well so they solved the issue between village.
What do you count as international? The fourth shinobi war was declared for the five Nations only. That's where the verges end. These nations themselves make up a fistful of world's population. I don't see your point. But then again, you never had any.

The fourth Ninja war was declared on these five villages, the rest of the world falls outside its verges. So the term 'international' is quite limited in its scope.

The Rain village became a ally to Konoha after Nagato died as Konan ensured Naruto and she knew Obito would come for her so she made the proper preparations in leaving instructions to the Rain village about being allied with Naruto

As for the last part, all of those small villages are in nation territory while the Feudal lord have overall control over so if they green light the ninja villages to fight against another then it really goes down to the feudal lord for not thinking about the smaller village since they rule the entire nation; not saying the larger village are not to blame as well but they aren't the only ones.
I still can't believe people are so hung over the fact that Sasuke helped Akatsuki and considering that to be a damnable offense.Yet the current Kazekage was a blood thirsty psychopath who killed people to 'feel alive' who got a free pass for his past actions along with several other characters.

Akatsuki is a international criminal organization, all 5 nations view them as criminals and it's consist of S rank ninjas plus Sasuke helped them revived the Juubi which lead to many deaths and many people are using Sasuke helping now as an excuse of him redeeming himself when he is only making up for the fact that he helped caused it but not for the many deaths it caused. Unlike Sasuke, Gaara grew up and was raised with everyone in the village hating him, being scared of him, having assassins sent by his father to try and kill him, and was being influenced by Shukaku who Gaara thought was his mother. Gaara grew up messed up for all of this while Sasuke did know love, having friends, a family, being called elite in his village for being an Uchiha, and yes he got screwed up when Itachi and Obito killed the Uchihas but Sasuke didn't have to turn evil since we seen him having friends and connecting with others but he chose to go down the dark path and cut all bonds. Sasuke could have easily stayed in Konoha and gotten stronger and went after Itachi with team 7 and get his revenge but he choose the easily path no matter who he hurt.
Sasuke only wanted Danzo and the last part ain't even true.Sasuke never joined Akatsuki in fact he was'nt even loyal to them in the first place.He used them accomplish his goals.
Doesn't matter who he wanted, he just attempted to kidnap Bee prior to that and he did that as part of Akatsuki, hence the Akatsuki robes they were in. So hearing Sasuke, the person they view as a member of Akatsuki and who just kidnaped Bee (at least to all 5 Kages) is in the area and for all they know he was there to attack them since he infiltrated a neutral territory.

You call that sense when it's manga fact Sasuke was in Akatsuki as Obito called him and Taka Akatsuki when he said they will split to go after the last 2 Bijuus and that Taka was wearing the Akatsuki robe as they tried to capture Bee which they were seen in by Cloud ninjas so the whole 5 nations view Sasuke as a Akatsuki member for the sheer fact that only akatsuki members wear the cloak and they were in the midst of trying to capture Bee which is what the Akatsuki does.

Gaara growing up being viewed as a monster and being influenced by Shukaku made Gaara grow up into a psycho until he met Naruto and learned that he doesn't have to be a monster, no one ever talked to him or tried to get him to see that like Naruto who is just like Gaara, a Jinchuuriki. Sasuke grew up being loved, having friends, having a family. Yes he lost that but he was still a good person, that didn't make a monster but Sasuke actually chose to be a monster by leaving Konoha to join Orochimaru to obtain power no matter what he have to do. Sasuke chose to do evil things, he didn't grow up in an environment that would lead him down a dark path but chose it.
Gaara spend 2+ years trying to atone for his mistakes and is still doing so but making sure he does only good things. Sasuke entered the war saying he doesn't care what anyone thinks about what he had done so he doesn't view what he did was wrong where Gaara does view what he did was wrong and changed to become a person who would serve his people to help and protect them which he has shown to do.
Sasuke did everyone a favour when he killed Danzo, he had i coming for a loooong time. Thats the only non-fodder person Sasuke actually killed. So most people should applaud Sasuke for that...
Except the fact that he killed Danzo for his own reasons without any reason or proof for anyone. That's like a person knowing a person is bad and killing them then expecting not to get arrested when they have no proof and didn't even try to tell anyone anything about it. Sasuke was also already viewed as a criminal before this and he didn't go to Konoha telling them what he learned so it's a Akatsuki member killing a Hokage candidate to everyone in NV. We might know Danzo needed to be killed but what matters is what people in the NV thinks about the situation and Sasuke didn't even go through any of the proper investigates as a village would so he just killed the Hokage candidate and that's what people will see since many of Danzo's crimes are unknown.
But that's added into another list of his crimes. Lol
Because that's how it looks like in the Manga when you look at Sasuke being viewed as an Akatsuki member, Danzo's crimes besides using KA in the Summit is unknown, Sasuke just kidnapped Bee and attack the Kage summit (to NV people this is what they will see) then chased down the Hokage candidate from the village Sasuke went rogue from and is the person who put the ok for the death of Sasuke for being a missing ninja just before going to the Kage summit and kill him. Sasuke made himself look like a criminal in the manga and many people can see that, it doesn't matter what we think since can change or affect the manga but it's how the people in the manga view Sasuke and as Temari said, he's an international criminal.
