Only the strongest leaders of the Hidden Villages receive the Kage title. These Villages are 5 out of the countless others in the world. Other villages are obviously not the focus of the story. Now these villages are a part of the Countries and themselves have a fraction of the population of the Countries themselves.

They are not even the leaders of the countries, but military establishments. To declare them as United Nation or world peace leaders is ****ing preposterous. They are just a bunch of war-mongering, cut-throat dictators of militias.

first off just so we are clear, as far as we know, this is the whole world that we see. maybe it's like a Pangaea, i don't know. but nobody said they were all world leaders. they are world leaders, thus he attacked a summit of world leaders. so you just made no sense.

I suggest you read the manga properly. Their lack of strength in proportion to the world and in regards to population was explained in the very first mission Naruto and co had taken.

I hope you mean maturity wise because naruto and sasuke have exceeded hashi and madara's level in power.

I'm not saying sasuke can do what he wants but I'm saying nobody, apart from naruto, has the power to do anything to sasuke seeing as how him and naruto are the two strongest people in the world. Neither kakashi nor the kages could do anything about it. This is exactly the same as how hashi and madara were the two strongest people, and if madara did something, only hashi could stand up to him. However unlike madara, sasuke has people on his side.

He is an international criminal because of it. He was already a traitor to Fire Country, and now he's a criminal in all the great five nations and their allies. Those are indisputable facts no measure obtuseness can deny or change.

Can be, which is a matter of probability. We saw random incursions from Raikage's direct heir to the political seat, yet no retaliation occurred. A peace-treaty was signed despite Sand's role in a war waged through an alliance with Sound.
