Kishi didn't draw her outfit. He's always been more on the prude side. Look at what he did in The Last. It messed up things when Naruto doesn't acknowledge Hinata's feelings for damn near 3 years after her confession to him. Then it's as if her confession didn't happen, with her wanting to give a scarf and tell him her feelings. Why did it take 2 years for them to get to that point? Because Kishi didn't want to write romance with them until they turned 19. Even though all they did was kiss. It's not like he wrote them having ***. But apparently for him, even kissing is too adult for everyone not 19+, and thus awkward to write. That carries things further than even America's prudishness. Because teenagers can be seen kissing here. And it's acknowledged in shows that teens have ***.

So I could see him not doing Sarada's outfit that way, if he'd drawn the character. But overall Japan is a different culture and what is acceptable to do - in real life, or on tv, is different from us.

Look at D.Gray-Man where they can show a 40+ man hitting on, and ogling, a 16-year-old.
