She is not fodder. She can fly and likely has access to high level doton since she is related to Onoki and is the Tsuchikage.

There's no point trying to prove or disprove her capabilities. It's Kage hype (someone who would practise) and little else. It's just speculation but I definitely see her as the strongest.
