If you mean as in, both characters are damn awful and the worst representations of females maybe ever in anime then yeah, I guess Sakura IS the Mikasa of Naruto.
Seriously though, both are insultingly bad for exactly the opposite reasons, they're nothing alike. Sakura has only become useful too late in the game and has done MANY obnoxious things to surrounding characters as well as having a plain and somewhat annoying background, she is wasted potential whereas Mikasa is just an attempt to get away from the shonen girl stereotype animes like Naruto created but did so in entirely the wrong way. Mikasa is a Eren-fuelled, shallow, cold and random killing machine (for no reason) OP robot of a character who has never had a single thought or action that isn't entirely dependant on a male. Awful characters, both of them.
