Well SasuSaku is a popular pairing in Japan, but in polls, Sakura doesn't really do well.

Kishimoto even talked about the massive dislike for her character in comparison to other females. So the only people that really seem to like her 'a lot' are pairing fans, while (most) Naruto fans generally dislike her as according to the Japanese male and female poll done a year or two back which listed her as least favorite on both male and female categories.

But that's just an official answer. In my opinion it depends - People like her, people don't. Most undeveloped characters aren't really liked.
