Is Sakura a rip off?

If both were out the same time then it would be understandable. If Amy debuted before Sakura then it would be safe for you to assume that Kishimoto developed Sakura based off of Amy's character. But again, there are other characters with similar appearance or personalities. It's nothing to worry about.

Sonic adventure came out before the Naruto manga started. Amy got her new look in sonic adventure. This means that Kishimoto may have used Amy rose as a base. Sonic X also came out before the first volume of part 2.
