Is sai a jonin?

The title says it all. Do you guys think being a jonin is a requirement for being part of anbu?

Abu are typically in a category of their own when it comes to ranks, though it seems that they are very similar to jounins. Technically speaking , sai was an undercover jounin in root.

If Kakashi was Jonin, then Anbu then Jonin again we can assume he is a Jonin.

you can enter anbu at chuunin level, but i say hes jonin level

Best of his generation, according to danzo, so i would say sai is a jounin.
Chuunin with good sealing techniques, seems a bit weird and sai has sealing techniques.
Oro complimented kakashi, a jounin, that kakashi was able to use sealing techniques.
I dont think you learn those things as chuunin.
