Is Rinnegnan abilities different per user?

It seems like Sasuke has different Rinnegnan ability compared to Madara. Just like how sharingans have different ability.
Also is limbo a Rinnegnan or sharinangan ability? Pain never used this ability before.
Finally the fast movement that Sasuke gained seems to be an ability of his new Rinnegnan eye.
Here I was hoping Sasuke to be spamming almighty pushes. :devil:

It's the coolest jutsu in my opinion, makes you look like a god. If you can spam that, no one can touch you.

pain never used this ability because he didn't have the same rinnegan like sasuke and madara have.

Since Rinnegnan user could see it, I'm inclined to say it could be a Rinnegnan tech as we'll. maybe Nagato didn't fully master or show all the Rinnegnan techs. Maybe there are more techs beyond six paths techniques.

Also Sasuke suddenly getting that speed feat is likely due to his new Rinnegnan. But Madera trying to analyze that ability makes me wonder why a Rinnegnan user wouldn't know what it is. Unless it is different per user.
