We Dnt know if its an fully an EMS ability we csnt just say it is expecally when madara clearly had to change his eyes for when he wanted to use both kinds of techs plus madara's rinnigan was still active when it was activated so we honestly can't say

I assume EMS enhance the user MS abilities, so His regular Susano'o would get upgraded to Perfect Susano'o. We already seen he can make a enton orb with Amaterasu. As for Tsukuyomi, I don't know yet since Itachi was a Genjutsu specialist and he has his eyes his Tsukuyomi should be well advanced now, but we just have to wait in see.
