No way ! the best villian so far is obviously Zabuza Momoshi. If he was still alive he could easily wipe out Pein AND Madara even if he had to fight them both at the same time !
....Well if you're talking personnality-wise, he's the best villain so far. He's proved to be ruthless and he doesn't think two times before killing someone. If he/she is in his way to achieve his goals, he will no hesitate to kill. So yeah because of his personnality AND because of is ideology of peace, Nagato is so far the ultimate villain ! Though we still have to see what Madara has up his sleeves !

The best villain was Oro!
A real villain is someone powerful (in the term that he control a lot of stuff), that is scary, and that is cruel.
Oro fit all those!
He was killing babies to recreate the 1st DNA!
He was enslaving people to test new jutsu on them!
He created a country to make war!
That's a villain!
Pein is only a crybaby...He's doing everything he does to restore peace...it's not a true villain.

yeah thats true is just a little disturbed
Oro is the true encarnation off evil
but still we dont now about madara or kabuto so we have to wait(yet i think kabuto will be eviller then Oro or any other villain in naruto)

for kabuto, I'm with u, we still have to wait.
But madara (even if I like him a lot) is just an other crybaby! He hates everyone, like sasuke!
I think the only bad thing he made was creating akatsuki and instoring the ''final exam'' in the mist village.
Of course he attack konoha a couple of time, but so did oro.
Orochimaru is nothing more than a helpless ninja riding around in bodies and recruiting ninjas to preserve himself. He's even afraid to take on the Akatsuki; nothing more than a cowardly snake.
Pain is by far the true villain of this series. Also, Pain's logic of peace is much more evil than you interpret it to be.
i would agree with most people oro was the baddest so far. there are three this that make someone evil. there actions, there cockyness and there evil laugh or voice. oro has all three. pein dont really have a swagger like oro

madara made kuubi atack konoha which took many of village ninja's lives,encluding yondaime.madara created akatsiki yes...but this organization did a lot of evil things.they took lives of jiraya,shizune,6 jinchuurikies,asuma,his friend monk and so on.
is not that enough?

hmmmm, he could be because of his personality and complete lack of caring for life. I myself find him an amazing villan in terms of power but i personally like Itachi Uchiha because of his so what and yes i know im better than you attitude.
What has Orochimaru accomplished? He gave Sasuke a curse seal, killed the Third Hokage, invaded Konoha and got owned by Tsunade .. and then what? He pretty much just vanished to wait for his vessel to arrive.
Pain, in the short span of time we came to know him, has an undefeated streak and pretty much killed off every major character without breaking a sweat. He actually succeeded where Orochimaru could not and brought Konoha to it's knees.
Ororchimaru is just a weak, washed-up sannin.
