is or was tobi always ems?

This is in relation to the new manga chapter.As far as I know an ems user can't loose light in their eyes. However in tobi`s case he used izanagi and sacrificed the light in one of his eyes.either tobi isn't ems or izanagi takes the light of an ems user as well?seeing that izanami and izanagi work as a pair would this apply 2 izanami as well. Please 4give my curiosity

yea with a supply of sharingans like that he's not really got a fear of losing an eye. But if he gets one eye to 3t does that mean when he implants another into him that eyes will automatically be a 3t?
