How I see it, in order for something to be cannon:

1. Must be made by Oda
2. Must fit manga plot
3. Must be confirmed by Oda

Or let's say, it just need to be comfirmed by Oda

I'm part way through it now and it seems to be like Z to me (not much to base that on except a lot of the stuff seems to have the same filler feel to it that most fillers have, if you get me?), in the way that some parts are canon, some are not.

I'm loving it so far though. Loved that scene when Tsuru walks in and the way Borsalino says her name xD you gotta love him.
