Is Omega Shenron The Strongest?

Is he the strongest character in Manga/Anime? I as this because well, his raw power and speed far out classes anyone else in Dragon Ball series. And his durability has to rival that of beasts such as Kami techhin. But I am not going to cross Comcis and Manga today.

But honestly, supposing this guy was Cannon. Where would you place him in the Manga verse? I personalyl see him as at least twice the strength of Bills and the Super Saiyan God. Well, I feel as if I am under selling him there. Bills and Goku were around even. Omega Shenron forced Goku to fuse.

broly is weaker than Cell tho. He never ran out of stamina. That's it.

SS4 Vegeta and Goku fused, making SS4 Gogeta, but Gogeta's personality was different from Fusion Reborn, he was playful, so he fusion ran out. Omega then let out this negative force that started corroding the Universe and Goku made a Spirit Bom from the energy of tons of people across the entire Universe and used it to kill Omega and remove his negative force
