Plot. That piece of crap was supposed to die as soon as the Hokages arrived on the battlefield. The FTG tag never disappears. Minato could've easily slit Obito's throat before Obito knew what hit him....but plot spared him everytime .

Obito used itachi for the progression of Akatsuki.

Even Pain dignified him as an important member to the group, and without him Tobi's organization wouldn't progress that far.

So in short, Obito needed Itachi's existence.

The real question is, why didn't Itachi fight Obito?
