In japanese manga, you read from right to left, Obito had not yet put his arm into Madara yet. Hence the reason Madara stops talking.

That bottom right panel of Madara is actually Obito's memory of the conversation he just had with Madara. So no, Obito isn't missing in the picture; the conversation happened before Obito walked up to Madara.

Plus it was from Obito's perspective. In the bottom right panel, when Madara spoke those words, he was standing alone and Obito had not even started walking towards Madara.
