Is Obito in control of the juubi?

I was just wandering, is Obito in control of the juubi or the juubi is just using obito as a vessel? Ever since obito sealed the juubi inside himself he hasn't really said much, and when he was attacking naruto for the first time the fourth hokage said" that's enough obito" and he replied by saying "o..bi..to" as if he didn't know his own name. Is he in control of everything or he has lost control like when naruto couldn't control himself when he sprouts four tails? what do you think?

The juubi is the jinchuuriki of Obito.

Kishi just hinted in this chapter that Obito was in control, however his body is not used to the Juubi yet.

He isn't controlling the juubi, it seems like he's in the same situation as Gaara was in part 1, when the 1st tail was clearly controlling him!
