Tsunades strength is gained through rapid chakra release and speed she is not naturally strong and could easily be over powered by naruto even the rikage is stronger than her the only reason she beat him in that arm wretle was becase she cheated by instantly applying alot of pressure through speed(anime fact) and if he had did that her arm would have probaly been riped off.
