We haven't seen if orochimaru can use tha kages in battle, i don't think he has the power for resrtain them in tabble

Tobirama created Edo tensei, we don't know anything about his edo army...

Oro used the Kages to fight Hiruzen. They still have unlimited chakra and good attacks. Oro + 2 Kage Edo'd > Any Ninja that cannot defeat an Edo

Tobirama can use Edo. Even if it sucks, he still beats any non sealer ninja with it.
