The puppets were not trying to nuke/harm her and only relied on taijutsu , they were trying to "kill" hiashi and co , if they wanted to end hinata or force her to flee they could've spamed kai blast like they did with hiashi who had large palm rotation and still got reked.In The Last 2 of Hiashi's bodyguards got punked by Toneri's puppets. When Hinata fought them, she performed much better than her father's guards did. The fight was interrupted due to Toneri placing a spell on Hinata.
With Neji's death, Hinata is the number 2 of the Hyuga clan.
Going back to those arguments I do agree if Neji would have had time to grow up he would have bested Hiashi in time, and maybe did by the war arc, But we saw Hiashi's version of neji's spinning defense, and Hiashi's was massive during the sound/sand invasion. 2: Hiruzen who no doubt knows hiashi's full potential/talent confirmed that neji is the most talented/gifted after hearing from other hyugas about the fact and seein for himself.
Hizashi noted many times that neji is stronger in blood/talent than any other hyuga in the clan.
Hiashi before seein kaiten/64 palms told hanabi to watch neji's fight carefully as no other hyuga has been blessed with the hyuga blood as much as him.
Hiashi after seein these moves was in complete awe and noted that a branch member is surpassing the main family and that his brother hizashi should be the one in charge of the clan due to his sons genius.
Due to manga knowledge its fare to say that neji could best hiashi in a fight since his talent and strong blood would have only advance and hiashi bein his teacher would help this by givin neji all his moves unless the most talented hyuga was not talented enough to learn "wall palm" when his uncle who took note of his skill/talent many times had it.

And you could be right but through actual combat that we saw, he was starting to struggle against masses of zetzu, and for some reason he seemed just extremely weak fighting against them. Im not sure if it was him trying to preserve chakra but he never use a large palm rotation that could clearly wipe a battle field of them clean, nor did he use any extremely impressive techniques to take out a lot of them at once. So just based on what I saw I didn't see him improve at all from p1 to p2 sadly because he was one of my favorites from pt 1.Which means that neji by the war arc could very well hav surpassed hiashi due to his talent and hiashi bein his teacher , i see no reason why neji would not have access to large palm rotation and other top hyuga moves bein their only genius , hiashi himself relied on basic sized rotations in the war even tho he had large rotation , neji simply never had a chance to show his power in an all out 1 v 1 and why he became a jonin , if u take away air palm wat difference is there with p1 and p2?? Air palm alone could hav made him jonin and bein trained by hiashi himself would surely teach neji who obviously had the talent to learn with ease unless it can be argued that he lacked the talent/chakra control to perform large rotation/wall palm.

Thats the point , based on wat we saw neji had not improved at all from p1 which makes no sense given his title as a jonin and the hyuga genius , the one who carried the hyuga blood/talent more than anyone in the clan , gettin trained by hiashi himself yet failed to improve does not seem logical since his talent abled him to learn main branch moves by himself with ease.
He surely developed vastly , its not a question but yes the war arc sucked since it had multiple legends brought back from the dead , yet we hardly got any epic fights and hizashi brought back yet never met his son , hiashi vs hizashi happend off panel lol only fight in the series between 2 adult hyuga yet kishi went blank lol.
