I don't know about Neji being the strongest hyuga but. He learned and perfected the skills that's passed down from the main family. It's not a surprise for the others in the main family to do the same and be as strong as him.

We compare Hinata to Neji too much. He was always in a different league of skill compare to her.

I believe it would be Hiashi.
