Well since the manga is set in japan and naruto was born in japan I think you can answer this yourself.

Not even remotely. He may have a Japanese name and speak the language, but this is because the manga is targeted at a Japanese audience. Naruto would be considered a gaijin in Japan.

It is almost impossible for Naruto to be Asian.
I my self am half Japanese and have visited and lived in Japan before, and not once have I seen anyone of Asian decent with blonde hair and blue eyes.
The Asian population consists almost solely of people with brown or black hair with brown eyes, this is in their DNA.
The only real possible way that Naruto could be Asian is if he was half Asian or if only one of his parents were of Asian heritage like myself. My father is Australian and my mother is Japanese and I was born with my dad's blonde hair but it has now darkened to a light brownish colour and i got the brown eyes from my mums Japanese side.
But seeing as Naruto's father (Minato) has blonde hair and blue eyes and his mother (Kushina) has red hair and blue eyes it seems impossible that Naruto could have Asian blood in him.

In the 1950 the Japanese Anime industry began using non Japanese looking character for the stories. 1960 Speed Racer is Japanese Made, so is Gigantor and Astro boy.
