Naruto might not be pure white, but Minato is 100% white guy. He looks nothing like an East Asian guy

He looks white to me, hell I really don't know.
It's not just Naruto, but other characters from other manga/anime don't look Asian to me at all.

If I remember correctly Kishi originally designed Naruto's character with european/ caucasian traits (blue eyes, blonde hair) so as to make the main character more accessible to audiences outside of japan.
