Would some consider Naruto to best the best at chakra control? Considering he was able to adapt his chakra to every ninja in the alliance at the same time, I could see a valid argument in his favor, but when people discuss his control, this is almost always the only real argument, which just isn't enough.
Naruto has been a pro at Chakra control the entire manga post-Zabuza arc without even knowing it himself . Why you may ask? Think back to the "Climbing a tree with no hands" training, it may have taken longer, but by the end of the night, both Naruto and the first genin Kakashi had ever seen able to control and mold chakra for Fireball Jutsu (Sasuke of course) both got to the top of their respective trees. Why is this significant? Because he was crippled when it came to control from the start. With the Kyuubi interrupting everything he tried to do related to Chakra, he had to try much harder than anyone else to even to basic jutsu, which leads me to his next feat.
Naruto was able to master Shadow Clone jutsu with almost no prior experience to molding or controlling chakra, with an angry beast that hated Naruto weighing him down, mastering this jutsu should have been impossible. Especially so because he made 100.
Let's not forget, it took Naruto one try to walk on water once Jiraiya tightened the previously loosened seal (by Orochimaru) on his stomach. With a little more control granted to him, he was able to preform this small but meaningful feat. Some may blame this on plot, but think about it, literally every time Naruto does a jutsu or walks up a surface, or strengthens a punch, he is training his control, straining it to its limits, because he has almost no control for himself. Think of it like Lee's weights, causing him to always train, and once those weights were lightened (via Jiraiya) he was able to preform several times better than before.
Later, when he was attempting to master the Control over Natural chakra, Kurama just wouldn't have it. He even restricted the merging of Ma and Pa with Naruto. Even with constant interruption, Naruto still mastered Sage Mode in a very timely manner, and the finished product was one much superior to that of Jiraiya's.
Let's come back to the war, without the constant interruption, Naruto has pulled off some of the best Chakra control feats in the manga. Matching everyone's chakra, molding together Kurama's Chakra with Natural Chakra, matching Sasuke's perfectly from a long distance (Sasuke is also given credit for this), ect. I personally believe that the only Shinobi that rivals Naruto in Chakra control is Sakura (Maybe Tsunade)
