Is Naruto smart?

I ll say he is smart in some things for example strategy mostly involved combat,creativity wich is also a form of intelligence.
Not so smart in learning(mean understanding on some things and use them),lacks in concentration sometimes.
I wont say he is very smart but he is certainy no dumb.

I just think that he is sometimes stupid because kishimoto needs to explain how things work. for example Naruto was the one who didn't know what chakra was in like the third episode second one... and KONAHAMARU explained it to him. So I think he can be oblivious, but only when something new in the story pops up. otherwise I think that he is an absolute genius

...he is rather average if not under i believe...though he does get serious and he will use his brain and be one smart kid...ofc when i say he isnt smart mean when he is being normal and childish ( even though he will always improvise and come with the best solution for most of his fights)
