Before the Kage arc, Naruto was confirmed to be stronger than Sasuke. It's just Obito making Sasuke run the Kage gauntlet increased his power by pushing his MS to its limits and gave Sasuke fighting experience Naruto hadn't had yet. Even Kakashi was shocked at how Sasuke was aiming to kill. That only comes from being in a fight where the objective is to kill, like Itachi and the Kages. Pain fought Naruto to capture him. There's a huge difference.

Without Kurama his SM is definitely weaker than Hashirama's. But that's because Naruto's body was designed to control chakra like the JuubiJin while Hashi's body was designed to produce chakra like the JuubiJin. They both inherited separate sides of Ashura's power

Obviously Naruto isn't the weakest SM user, Ironically he's the best!
If you count RSM then Naruto is far above any other SM user, if you just count regular SM then only Hashirama is better than him.
I don't get why people think Minato is the weakest user when he's a "Perfect Sage", the problem is that he can't maintain it for so long just like Naruto couldn't at the beginning due to lack of training.
It just like Kakashi said, SM isn't Minato's forte! He's a speedster, he doesn't need to sit there absorbing NE when he can end the fight under a sec!
His limited time of SM can be solved via merging with MA & Pa & then you has "Unlimited Perfect SM", but yeah he lacked practice so he didn't master SM that's why he said I'm not good at it but nevertheless he's a "Perfect Sage".

Naruto and Sasuke read each other minds, Naruto knew Sasuke was going to get more power and be stronger the next time they meet; Sasuke knew this as well. Why do you think after they first see each other power up, Naruto goes so this is his new eye while Sasuke goes so this is what controlling the Kyuubi looks like; neither were surprised about the other getting a powerup. Naruto was able to fuse with Ma and Pa the moment he became friends with Kurama plus Naruto's base is about as strong as Hashirama's base or stronger so Naruto going in SM would make Naruto stronger than SM Hashirama unless he uses Bijuus which BM Naruto can easily take care of.
